Level 1 issues: These are the general user specific issues.
Technicians do not need to login server. They can perform
it from hosting control panel (like Helm, CPanel etc). If
technicians can not do it from hosting control panel, they need to
login server to perform these tasks, them these issues become Level
2 issues.
